Holiday gifts take wraps off China graft challenge

SHANGHAI (Reuters) - The pre-holiday procession of Chinese entrepreneurs bearing gifts for the officials who hold sway over their businesses highlights the ubiquity of corruption in China and the difficulty the government will have in stamping it out.

For the past few weeks, business people across the country have been preoccupied not with their companies' operations, but with delivering thinly veiled bribes to the officials who grant them permits, sign off on the quality of their products or validate their tax bills.

The gift-giving ahead of the traditional Mid-Autumn Festival and National Day holiday, for which the country will virtually shut down for the week beginning on Monday, has created traffic jams and parking chaos outside many government agencies' offices, according to residents of several cities.

Bearing gift cards, premium liquor, luxury products and even airline tickets, entrepreneurs visit the officials they need to maintain good relations with or expect to receive favours from, perpetuating a culture of corruption about which foreign businesses frequently complain.

"It's the small potatoes that have the biggest appetites," said Li, a woman who runs a retail business in Jinan, capital of the eastern province of Shandong. She declined to give her full name.

KEEPING SCORE

Since early September, Li has been busy delivering gift cards, in particular to the district-level officials who sign off on the permits she needs to stay in business.

For this year's festival, she has had to hand out cards worth at least 5,000 yuan ($800) to each official she needs to keep happy. Before the Lunar New Year in the spring of each year, district officials expect double that, she said. Some also demand regular smaller gifts throughout the year.

"They all keep a record book of the reputations of gift-giving by people. If you're not generous enough or didn't perform well during a specific holiday, then word will spread fast," said Li.

Such widespread corruption is nothing new; it has long been recognised as a problem, and the government has taken steps to crack down, especially on officials who are caught red-handed.

But the prevalence of holiday bribe-taking on the eve of the early-November Communist Party Congress - at which a new generation of top leaders will be anointed and ahead of which Beijing is particularly sensitive about issues like corruption - underscores the degree to which it is entrenched.

While the downfall of Bo Xilai - a one-time rising political star who was expelled from the Party on Friday on allegations including taking huge bribes - has embarrassed the Party and government, business people say such behaviour is just the tip of the iceberg, with corruption extending down to country townships and city districts.

WATCHES A NO-NO

Beijing's anti-corruption fight has had some impact.

With the Party's reputation singed by a series of corruption scandals and rising public ire over them, it has imposed a "frugal working style" rule on civil servants effective October 1, barring them from spending public money on banquets or fancy cars, and from accepting expensive gifts.

But rather than stamp out bribe-taking, the main result has been a shift in the types of gifts given, away from luxury watches and flashy handbags and towards things like gift cards that can be passed on with a handshake or left discreetly in an office, according to several business people.

Those sensitivities were heightened when an official in Shaanxi province was fired a week ago for discipline violations after internet users collated photos of him wearing a number of luxury watches on various occasions, prompting a flurry of criticism online.

"Watches are not popular now, they're too dangerous to wear," said a businessman named Zhuang, an entrepreneur in Nantong in the eastern province of Jiangsu.

To get around that, in addition to gift cards, many people give gifts together with their receipts, so officials can return the gift for cash, he said.

But there is no option but to keep on giving.

"If I don't make them happy, they will cause trouble for my company," Zhuang said.

Major capital improvements are under way, including renovations and new interior build-outs for the many offices, executive suites, retail space and restaurants. Exterior enhancements are being made as well.

?We are extremely excited to be moving our offices to?Fountains?Center?because of all of the great changes and updates the new owners are delivering. We believe?Fountains?Plaza?will become one of the key business plazas in the?Boca Raton?area,? added Cleary.

LOS ANGELES (AP) ? Arnold Schwarzenegger says his wife, Maria Shriver, was criticized by her mother for trying to persuade him against running for California governor in 2003, a confrontation that ultimately opened the door to his successful candidacy.

Eunice Shriver told her daughter that her husband would be "angry for the rest of his life" if she stopped his ambitions, Schwarzenegger writes in his new autobiography, "Total Recall: My Unbelievably True Life Story."

The former governor says in the book that he had decided against running to recall Gov. Gray Davis after his wife implored him not to for the sake of their family. Maria Shriver announced his decision to their four children.

But he writes that when Maria Shriver told her mother about her efforts to thwart Schwarzenegger's political ambitions, Eunice told her daughter that women in their family "always support the men when they want to do something." Schwarzenegger says he didn't know about the conversation at the time, but learned of it later.

Maria Shriver then softened her stance, paving the way for Schwarzenegger to announce his candidacy on "The Tonight Show with Jay Leno," where he says he felt most comfortable.

The announcement came after a week of wavering. Schwarzenegger says before he headed to the TV appearance, his wife handed him two pieces of paper with talking points she had written: one in case he decided to run, another in case he decided not to.

"Total Recall" will officially be published next week. The Associated Press purchased an early copy.

The book is part of the former governor's attempt to rebrand himself after leaving office with a mixed record and subsequent embarrassing revelations about a fling he had with the family's housekeeper that produced a boy, Joseph, who is now about 14.

Schwarzenegger said he avoided telling his wife about the child for years, even when she asked him, partly because of his longtime penchant for secrecy, and his fear that the news would become public and undermine his political career.

The former GOP governor also writes about a 2003 White House meeting with Karl Rove in which the top GOP strategist told him the recall would not happen and instead introduced the actor to then-national security adviser Condoleezza Rice as his pick to run for California governor in 2006.

Schwarzenegger felt snubbed.

He asks, "How could Rove have been so wrong?"

Rove's office did not immediately respond to an emailed request seeking a response to Schwarzenegger's account.

Rice's chief of staff at Stanford University, Georgia Godfrey, said Rice cannot recall "any conversation on this subject."

"She has stated many times in the past that she has no desire to run for public office and those sentiments have still not changed," Godfrey said in a statement emailed to The Associated Press.

Netanyahu promises tough response to Ahmadinejad

JERUSALEM (Reuters) - Prime Minister Benjamin Netanyahu on Wednesday promised a tough response at the United Nations to the latest verbal attacks on Israeli by Iranian President Mahmoud Ahmadinejad and said he was determined to stop Iran developing nuclear weapons.

Before boarding a flight to New York to address the annual U.N. General Assembly, Netanyahu issued an open letter to Israelis marking the end of Yom Kippur, the Day of Atonement, the most sacred holiday in the Jewish calendar.

"On the question of Iran, we are all united in the goal of preventing Iran from achieving nuclear weaponry. On the day on which we pray to be inscribed in the Book of Life, a stage was given to the tyrannical regime of Iran which seeks at every opportunity to sentence us to death," Netanyahu said.

"On Yom Kippur eve, sacred to the Jewish people, the Iranian tyrant chose to call publicly before all of the world for us to vanish. This is a black day for those who chose to remain in the auditorium and hear these hateful words."

The Israeli leader did not name any U.N. member state in particular. The United States delegation chose not to attend Ahmadinejad's General Assembly speech, while other allies of Israel walked out.

"In statements I will make before representatives of the nations at the U.N. General Assembly, they will hear our response. As prime minister of Israel, the state of the Jewish people, I am working in every way in order that Iran does not have nuclear weaponry," Netanyahu said.

"History proves that those who wanted to wipe us off the map failed in that objective, while the Jewish people overcame all obstacles."

Jews believe that between Rosh Hashana (the Jewish new year) and Yom Kippur, God decides who will be inscribed in the Book of Life, meaning who will not die in the coming year.

Ahmadinejad's speeches in the U.N. forum included a prediction that Israel would be "eliminated".

On Wednesday, with Israelis observing a solemn silence for Yom Kippur, he told the Assembly that Iran was under a "continued threat by the uncivilized Zionists to resort to military action against our great nation".

Iran denies working in secret to develop nuclear weapons, saying that it is building a peaceful atomic power capability. Israel and its main ally the United States have repeatedly said they will not permit Tehran to build the bomb.

Netanyahu's senior advisers privately shrug off Ahmadinejad's incendiary rhetoric, saying he has no policy-making role in Iran's nuclear development program.

On Tuesday, U.S. President Barack Obama told the U.N. Assembly that time was running out to find a diplomatic solution to the Iranian nuclear issue. "The United States will do what we must to prevent Iran from obtaining a nuclear weapon," he said.

That statement went no further than his previously stated position, appearing to ignore calls from Netanyahu urging that Washington must now set clear red lines for Iran, beyond which military action would be taken.

Relations between the men are strained. Netanyahu's office said Obama had declined a request to meet this week, but the two leaders were expected to speak by telephone.

Two wolves killed in Wash. state for preying on cattle

A wolf pack in eastern Washington state has been targeted for elimination by the state's Department of Fish and Wildlife. KING's Gary Chittim reports.

Updated at 9:50 p.m. ET: Two gray wolves in Washington state were killed from a state helicopter Tuesday afternoon after officials decided the entire pack -- believed to be at least eight wolves -- needed to be killed because of repeated attacks on cattle, officials said.?

An airborne marksman with the Washington Department of Fish and Wildlife killed the two wolves about seven miles from the Canadian border -- a week after marksmen and wildlife biologists spent days looking for the pack.

A major conservation group working with Washington state to manage its gray wolves agreed that the pack should be culled but also blamed a rancher in the area for not doing more to protect his cattle.

Gray wolves are listed as endangered under state law because they were nearly wiped out a century ago by settlers.

In the last decade, however, gray wolves have started to re-establish themselves in Washington due to recovery efforts in nearby states and dispersal from Canada.?


At least eight packs are now established in the eastern half of Washington, which also?has a conservation plan in place???one that aims to restore wolves in the wild without those same wolves preying on livestock. The state compensates ranchers who lose livestock to wolves, but that hasn't ended the tension.

"Wolves are recolonizing our state relatively quickly," Dave Ware, a Washington Department of Fish and Wildlife spokesman, told NBC News. "Managing conflicts is one of the most important objectives for recovery so that people don?t take things into their own hands."

Officials last July killed one pack member to see if that would have an impact. The decision to kill the entire pack came after the pack's attacks on cattle continued. Since July, wolves are believed to have killed or injured at least 17 calves and cows despite non-lethal measures to deter them, according to the state wildlife office.

Conservation Northwest, a group working with the state, agreed that killing the pack was best for long-term recovery of gray wolves in the wild.

But director Mitch Friedman?told NBC station KING 5?that rancher Bill McIrvine, who lost part of his herd to the pack, "has total responsibility for the problem" for not being as cooperative as other ranchers with programs aimed at keeping cattle and wolves apart.

The wildlife department, for its part, "has not been as firm as it needed to be," Friedman added, especially since McIrvine's cattle graze on public land.

McIrvine, for his part, earlier told KING 5 that?he believes groups with "a radical environmental agenda" are conspiring to introduce gray wolves in order "to take our (grazing) lease from us."

Rangers rally past A's 5-4 for 5-game AL West lead

ARLINGTON, Texas (AP) ? Adrian Beltre slowed down as he rounded first base, folded his arms and bent over to protect himself from the oncoming rush of Texas Rangers teammates.

Even though he's been hurting, Beltre keeps producing for the AL West leaders.

Beltre singled home the winning run in the ninth inning Monday night, after tying the game two innings earlier with his 35th homer, and the Rangers rallied past Oakland 5-4 to stretch their division lead over the Athletics to five games with nine to play.

When Beltre hit a hard grounder through the middle, sending home pinch-runner Craig Gentry, Rangers players poured out of the dugout and toward their third baseman, who is dealing with stomach pain caused by what doctors believe is scar tissue from appendix surgery more than a decade ago.

"This guy doesn't think about anything but doing what he has to do for his team, and he certainly came up big for us," manager Ron Washington said. "Come up in that situation with the bases loaded and not try to do anything but make hard contact, and he did. Just can't say enough about Adrian Beltre."

It was the first of seven meetings in the last 10 days of the regular season between the two-time defending AL champion Rangers and the A's, who have lost six of eight after winning 17 of 21.

Oakland has a two-game lead over the Los Angeles Angels for the second AL wild card.

"It's one game. We have to bounce back. We did that in both Detroit and New York. We lost some tough ones and bounced back," manager Bob Melvin said. "It would have been nice to start off with a win in the series, but you have to move on from it."

Surgery might be the only way for Beltre to ease his physical pain, but he has said that won't even be an option until after the season.

Beltre insists he's not playing hurt any more than anybody else right now. He was in top form for the opener of a big four-game series.

"He's playing incredible right now. ... He continues to pick us up big," teammate Ian Kinsler said. "Anytime you've got a guy like that behind Josh Hamilton, it's dangerous. To get Josh back in the lineup, it obviously gives our offense a little bit of a boost because they have to pitch to Josh, and if they don't pitch to Josh, then they have to face Adrian. So it's kind of pick your poison with those two guys."

The Rangers got the ninth started with consecutive singles by Mitch Moreland and Kinsler before Elvis Andrus' sacrifice bunt. Hamilton, who had already hit his major league-best 43rd homer after missing the previous five games with a cornea issue, was intentionally walked to load the bases. Fans started chanting "M-V-P! M-V-P!" as Beltre stepped to the plate against Tyson Ross (2-11).

Beltre hit a two-run homer with two outs in the seventh to tie the game at 4, a shot that came with Hamilton on base.

"Every game for us is big," Beltre said. "Especially facing the team right behind us. We want to clinch as early as we can so we can set up the pitching rotation (for the playoffs)."

And maybe get their third baseman some rest.

Joe Nathan (3-4), the sixth Rangers pitcher, struck out two in the ninth. That included a strikeout of Seth Smith as Stephen Drew was caught stealing to end the inning.

A's rookie right-hander Dan Straily struck out eight and left with a 4-2 lead after 6 2-3 innings with Hamilton due to bat and the bases empty.

Jerry Blevins walked Hamilton, the only batter he faced, before Pat Neshek gave up the two-run drive to Beltre.

It was Neshek who allowed Raul Ibanez's tying, two-run homer to cap a four-run 13th inning Saturday by the AL East-leading New York Yankees, who then won on a two-out error in the 14th ? a game that Ross also lost.

Hamilton hit a 441-foot solo homer in the fifth that landed in the second deck of seats high above the Rangers' bullpen in right-center to get Texas within 3-2.

Josh Donaldson and Yoenis Cespedes homered for Oakland, and Cliff Pennington had an RBI single in the sixth.

Donaldson lined a two-run shot deep into the left-field seats in the second off Derek Holland. Cespedes hit a two-out solo homer, his 21st, for a 3-1 lead an inning later.

Holland pitched only three innings, his shortest outing since May 30 when the left-hander gave up eight runs over 1 2-3 innings in the Rangers' 21-8 home loss to Seattle.

The Rangers got an unearned run in the second when Michael Young was hit by a pitch before Donaldson's error at third base. Young scored on Moreland's bloop single that ended a string of 24 consecutive at-bats by the Rangers with runners in scoring position without a hit.

Hamilton's homer was followed by consecutive doubles by Beltre and Nelson Cruz that failed to produce a run. Beltre was picked off second after wandering too far off the base on a pitch in the dirt that catcher Derek Norris quickly recovered.

When he got to second base after doubling into the left-field corner, Beltre appeared to wince in pain. An inning later, he made a diving stop of a ball along the line that was an infield hit, but saved a run ? if only momentarily. Pennington then had an RBI single that made it 4-2.

NOTES: CF Coco Crisp was out of the A's starting lineup for the sixth game in a row because of an infection in both eyes. Melvin said Crisp has seen three doctors but his condition hasn't improved much. ... Holland is 6-0 in 10 September starts the past two seasons. ... JERUSALEM (Reuters) - An Israeli court spared former prime minister Ehud Olmert a prison term for breach of trust on Monday, opening the door to a political comeback if he should want one.

Dogged by corruption scandals as he tried to forge a peace deal with the Palestinians, Olmert resigned in 2008. Though found guilty in July for approving projects that involved one of his long-time friends while in a previous cabinet post, he was acquitted of more serious bribery charges.

Jerusalem District Court handed Olmert a suspended one-year jail sentence and a 75,300-shekel ($19,225) fine.

The three-judge panel also decided against defining the crime as one of "moral turpitude" - a label that, along with significant time behind bars, might have prevented the 66-year-old centrist politician from returning to public office.

"I leave court today walking tall," Olmert told reporters, without elaborating on his plans.

After his conviction, Olmert, who described himself as guilty of a "procedural irregularity" rather than corruption, said he had no intention of re-entering politics.

The party he once led, Kadima, now heads the opposition to Prime Minister Benjamin Netanyahu's rightist Likud. The next election is due in October 2013, though it could be brought forward over delays in passing the national budget.

Olmert is still fighting a separate bribery case over his role, as Jerusalem mayor from 1993 to 2003, in a controversial housing project. He has denied all wrongdoing in that case.

"This is not over," deputy Israeli state prosecutor Eli Abravanel said after Monday's sentencing.

Olmert voluntarily forfeited his government benefits as ex-premier after his conviction, which carried a maximum penalty of three years' imprisonment.

That gesture helped to soften his sentence, said the Jerusalem court, adding that it had also noted "the great contribution made by the defendant to the country".

The court's rejection in July of key accusations that effectively brought down a sitting prime minister, who was suffering prostate cancer at the time, raised questions in Israel about whether prosecutors had been overzealous.

But many Israelis soured on Olmert over the costly and inconclusive 2006 war against the Hezbollah militia in Lebanon.

An opinion poll conducted immediately after July's court verdict found 70 percent opposed to Olmert re-entering politics, with only 22 percent in favor.

What a Monday night. What a controversial ending.

On the final play of a back-and-forth Monday Night Football game, Seahawks quarterback Russell Wilson chucked a Hail Mary into the end zone, where Seahawks receiver Golden Tate and Packers defensive back M.D. Jennings both leapt into the air and grabbed for it, then tumbled on the ground together, both with their hands on the ball. The officials ruled that it was simultaneous possession, which goes to the offense. Therefore, according to the officials, it was a Seahawks game-winning touchdown with no time left.

But should it have been a touchdown? Or should it have been an interception? Jennings appeared to have a firm grasp on the ball, while Tate just had an arm on the ball ? which would make it a Packers interception, and a Packers win. But the officials standing in the end zone said Tate had the ball, too, and the referee confirmed that call after a replay review. Touchdown, Seattle, on the final play of the game.

But was it the final play of the game? Or would the Seahawks have to try an extra point after that touchdown? Both teams and the officials left the field after the touchdown, and it appeared that the final score would be Seahawks 13, Packers 12. But after a long delay the officials finally told both teams that they had to come back on the field for the Seahawks to attempt an extra point. Seattle made it, and the final was 14-12.

Under the crazy circumstances of the final play it seemed like a lucky win for the Seahawks, but Wilson said after the game that there was nothing lucky about Tate?s catch.

?We practice that all the time and Golden Tate made a play,? Wilson said after the game.

The Seahawks had controlled the first half, sacking Aaron Rodgers eight times and forcing the Packers to punt on all five of their first-half possessions, but Green Bay took control in the second half. The Packers started the second half with a 13-play, 70-yard drive that resulted in a field goal, then had an 11-play, 66-yard drive that resulted in another field goal, then had a 16-play, 81-yard drive that resulted in the go-ahead touchdown. Rodgers was in complete control, and the offensive line was keeping him upright and opening holes for Cedric Benson.

But the Seahawks got the ball with less than a minute left in the fourth quarter, trailing 12-7, and they still had a prayer. That?s all they needed. Wilson got Seattle close enough for that one final play, and he made the throw Seattle needed him to make on that one final play.

Even if you think the officials got the final play right (and Packers fans will insist that they didn?t, and Jennings intercepted the pass, not to mention the fact that Tate appeared to push off before jumping up for the ball), the replacement officials were every bit as bad as we?ve all come to expect. An absolutely horrible pass interference call on Packers cornerback Sam Shields late in the fourth quarter sticks out as the worst mistake in a game full of them. This was a crazy game ? a crazy amount of pressure on Rodgers in the first half, a crazy Green Bay comeback in the second half, a crazy Hail Mary on the last play, and crazy officiating. Let?s all go to bed and talk more about this one in the morning.

The horse is said to have four natural gaits, namely the walk, trot, canter and gallop. When you learn to ride you start off slow with the walk and work your way up in speed to the gallop. Each gait requires the rider to be balanced. Like a baby learns to crawl before he runs, I recommend that every beginner rider learn to walk before they gallop off into the sunset.

Gaits are the horses way of moving. So do you really need to know all about gaits? It really depends on your personal situation. If you are a beginner rider and decide to join a trail ride at a holiday resort, it would be important for you and the other riders to know what speed you are comfortable in and can safely ride.

If you say you can and would love to canter, but never have, you place yourself and the other riders at risk. A horse is a highly intelligent animal and he will sense your level of skill. You no doubt will have heightened excitement knowing you are going to canter and this may make your horse excited too.

The problem arises when you all get ready to canter and you find that you do not know what aid to give the horse to signal to canter; your horse may find himself left behind and go even faster to catch up, almost running away with you. This is a frightening experience and your horse will pick up on the fear and uncertainty, it is very unlikely your horse will stop or slow down until he reaches the other horses.

So it is important to know your level of riding and what speed or gait you are capable of riding on a horse. If you have never cantered and desire to do so, the best place to learn is in an arena.

When you want to partake in different horse disciplines and possibly compete, you certainly would need to know the gaits for that sport. For example a polo match is fast paced with minimal walking, barrel racing has zero walking, but dressage has various takes on the walk.

When first learning to ride, the trot is probably the most uncomfortable and challenging to ride. The rider?s body is propelled up into the air and unless you have balance you just end up plopping back down in the saddle only to be thrown up again.

The canter is smooth and rhythmic; it is a controlled speed and a gait enjoyed by almost every horse enthusiast. The key aspect a rider needs is to relax in his seat and move with the rocking motion of the horse. If you stiffen up and sit rigid, you will most likely have an uncomfortable ride as your body will be bounced about.

Last but not least of the natural gaits is the gallop. A horse?s top speed can be easily observed on any race track. I over the years have learned great respect for horses and riders that perform any task at a gallop.

    • In the 39th minute, Kieran Gibbs misjudged a cross floated from City?s left. The Arsenal left back jumped under the ball, leaving him little choice but to head the ball over the byline for a corner.
    • On David Silva?s corner, second choice goalkeeper Vito Mannone replicated Gibbs? mistake, ran under the ball, leaving an abandoned goal as he flailed at the ball.
    • At the far post, Lescott was able to our-jump two defenders, redirect the ball into the empty net, giving City an unlikely lead.
  • At halftime, Mancini was able to atone for his original selection, brining on Jack Rodwell for Scott Sinclair. The change?helped offset Arsenal?s advantage through the middle, though City were still essentially playing a 4-4-2. The big difference: Rodwell played very narrow, often drifting into a central position to help against Cazorla.
  • The change also took the steam out of what had been a vibrant first half. The midfield battle played out to a standstill (a dull 25 minutes in an otherwise compelling match). It was only when Arsenal started to adjust their tactics that the game opened up:
    • In the 80th minute, City nearly took advantage of Arsenal?s pursuit, with Yaya Tour? leading what?s becoming a trademark counter attack. Mannone was able to push a Sergio Aguero shot wide of the right post.
    • In the 82nd minute, Santi Cazorla found space outside the box to unload on a shot Joe Hart could only push over for a corner.
    • On the ensuing restart, Laurent Koscielny intercepted a Joleon Lescott clearance. When Tour? failed to close him down, Koscielny finished into the right of City?s net for the equalizer.
    • Moments later, Vincent Kompany almost put an overhead kick past Mannone, with Aguero pushing a second chance wide after Koscielny?s errant clearance went right to the otherwise offside attacker.
    • Late in the match, Gervinho had a chance to atone for his early mistake, given an open shot on goal from 20 yards out. The chance was skied into the crowd. If there?s one player that could have turned this match in Arsenal?s favor, it was Gervinho.
  • That was the last big chance of the match, Arsenal holding on to a point most onlookers will feel was earned. But given the advantages Mancini handed them from the get-go, Arsenal should have taken full points.
  • For City, the match is a disappointment in the big picture. When you?re the defending champions, you never expect to drop points at home. But the players responded well to the bad hand they were dealt, and although they should rue being so close to three and only coming away with one, it was a good point, all things considered.

Hearing tests for children are a typical part of routine check-ups conducted by general practitioners. A hearing test is usually administered at infancy and repeated on a yearly or bi-yearly basis as the child grows and develops. Proper and routine hearing tests are crucial to the wellbeing of every child. Undetected hearing loss in a child can lead to improper development including permanent speech impediments and delayed learning. With new technology, hearing clinics can effectively conduct hearing tests in children of all ages, including infants.

Behavioural observation audiometry hearing tests are another form of hearing test for younger children. They involve using an instrument such as a rattle or music box to make noise and observing the child?s response. This hearing test is commonly conducted at hearing clinics and is mostly used for babies under seven months of age.
Visual reinforcement audiometry hearing tests involve pairing sounds with visual reinforcement. Speakers are placed on either side of the child and when a noise is produced the child will instinctively turn his or her head toward the source of the sound. When the child turns his or her head a visual stimulus (such as a puppet) is displayed and used as positive reinforcement for the behaviour. This form of hearing test can be used for babies as young as five months; however, because it uses speakers, it is not extremely effective in assessing the hearing for each ear individually. If the child is willing to participate, headphones can be used which allow for a more accurate judgement of the hearing in each ear.
The last type of hearing test commonly used in hearing clinics is play audiometry. This hearing test requires the child to move an object or set an object in a certain place when instructed to do so. For example, an audiologist may tell a child to put a block in a bucket. This instruction continues as the instructing voice gets quieter and quieter. This type of hearing test is commonly used for children aged three to five years.

Hugo Chavez's record: An oil bonanza squandered?

CARACAS, Venezuela (AP) ? On the streets of Caracas, vast slums blanket the hillsides while squatters hang laundry in the windows of abandoned buildings. Trash-strewn alleys are riddled with potholes and lined with broken streetlamps. The city's main waterway, the polluted Guaire River, is known more for sewage than swimming.

While oil has ushered in spectacular construction projects for glittering Middle Eastern cities, including the world's tallest building in Dubai and plans for branches of the Louvre and Guggenheim museums in Abu Dhabi, it's brought relatively meager changes to Venezuela, which holds the world's largest proven oil reserves.

Nearly 14 years after President Hugo Chavez took office, and despite the biggest oil bonanza in Venezuela's history, there's little outward sign of the nearly one trillion petrodollars that have flowed into the country.

Venezuela has undoubtedly changed during Chavez's tenure. The populist president has used the oil wealth to buttress his support through cash handouts, state-run grocery stores and a gamut of other social programs. With more money in the economy, incomes are higher and the number of people living in poverty has fallen.

Unemployment has dropped from more than 13 percent in 1999 to about 8 percent. The country has also achieved rapid improvement on the U.N. Human Development Index, which measures a range of indicators from living standards to life expectancy.

"We're applying a successful program ? successful politically, successful socially, successful economically," Chavez said at a news conference. "With flaws, of course, but it's successful. We're laying the foundations of a historic project that will take our entire lifetime."

All of which makes him a tough incumbent to beat in the upcoming Oct. 7 election.

Yet some experts say Chavez could have done much more to improve the country's infrastructure, boost its economy and invest in the very oil industry that keeps Venezuela afloat.

"It's overwhelmingly clear that Venezuela has wasted the windfall," said Francisco Monaldi, an economist and director of the International Center of Energy and the Environment at Caracas' IESA business school. "You should have had much greater economic growth, much greater reduction of poverty."

Among Latin American countries, the economies of Brazil, Chile, Peru and Argentina all have expanded more rapidly than Venezuela's since Chavez took office in 1999, recording average growth between 3 and 5 percent a year.

Venezuela, by contrast, averaged a 2.8 percent annual increase of gross domestic product between 1999 and 2011, according to International Monetary Fund figures. By that measure, the country was outperformed by every other member of the Organization of Petroleum Exporting Countries except Libya. Even war-torn Iraq posted higher growth.

Some Venezuelans, such as tennis instructor Naybeth Figueroa, say Chavez has simply channeled money toward his "Chavista" supporters while neglecting deeply ingrained problems such as soaring murder rates, inflation, crumbling infrastructure and poor government services. Venezuela now ranks among the most violent and corrupt places on earth.

"The country is falling to pieces," Figueroa said. "Where is the oil money going?"

Where the money went

On a rutted unpaved road in the countryside outside Caracas, unemployed housewife Moreli Gonzalez lives in a shack with a dirt floor and walls made of rusting sheets of zinc. She is thankful to Chavez that she now receives a $280-a-month cash benefit through a program called "Mothers of the Neighborhood Mission."

"Now we have everything," said Gonzalez, who credits a government education program with helping her learn to read ? and a state-run grocery down the road that has made food more affordable.

"We eat better," she said, showing off cupboards filled with bags of rice and pasta. "My children didn't used to eat snacks. Now they eat well."

The government programs for the poor are why Oil Minister Rafael Ramirez recently boasted: "This was one country before President Chavez's government, and a different one afterward."

He was referring to the more than $300 billion that the government has spent during Chavez's tenure on "social development," including health care and education.

It's been made possible by oil prices that have shot up, sending more than $981 billion in revenues to the state oil company, Petroleos de Venezuela SA, between 1999 and 2011.

Some economists say that given the boom, it's little wonder Venezuelans living below the poverty line declined from 50 percent in the first half of 1999 to about 32 percent in the second half of last year.

"There are people here who are eating meat who didn't used to eat meat. But is that due to Chavez? That's not due to Chavez. That's the result of the changes in the price of oil," said economist Angel Garcia Banchs, director of the consulting firm Econometrica.

The state oil company's contributions to the government have more than tripled, from $16.5 billion in 2004 to $58.6 billion last year.

And it's not all going to social programs. Chavez has spent billions on the military, buying up Russian-made fighter jets, helicopters and rifles.

University enrollment has also more than doubled. Low-income students now attend the tuition-free Bolivarian University, which was established on the leafy campus of a former state oil company office building.

One of the biggest expenses, though, has simply been supporting a growing bureaucracy. The number of public employees has ballooned during Chavez's presidency, from about 1.3 million to 2.4 million. And Chavez has made clear that if he's re-elected, "that's going to keep going up."

Black gold ? but not for everyone

When a powerful explosion rocked the Amuay oil refinery last month, killing at least 42 people, several experts swiftly blamed the country's worst-ever refinery disaster on a lack of maintenance.

Last month, a deadly prison riot killed more than two dozen in an overcrowded penitentiary, the latest in a rising tide of bloodshed that left 560 people dead in the country's prisons last year.

That disconnect, between falling poverty and worsening infrastructure, points to what critics say has been a failure to address the underlying causes of many of the country's ills. Yes, government food giveaways mean millions of poor people have more to eat, but critics argue that Chavez's largesse has ignored basic remedies needed to modernize the nation.

While campaigning ahead of the presidential vote, opposition candidate Henrique Capriles has argued that more should have been spent to improve police forces, build water systems and invest in the oil industry instead of, among other things, "giving away" oil wealth through fuel deals with allies such as Cuba and Nicaragua.

Official figures support some of the criticism. The murder rate more than doubled during Chavez's presidency. Dangerous slums have proliferated, with the number of homes deemed "inadequate" growing from 295,000 in 1999 to more than 404,000 last year.

Chavez defends his record, noting that Venezuela has invested billions in refinery maintenance, is building a new national police force and is starting to make revolutionary changes to "humanize" an overcrowded prison system.

Even in areas where Chavez has targeted spending, results have often been elusive.

For example, the president says he has revolutionized health care by setting up free clinics staffed by Cuban doctors in poor slums across the country. But hospitals have lagged behind, with officials figures showing the number of available hospital beds down from 28,000 beds in 2000 to 22,000 in 2010.

By some accounts, inadequate maternity wards have bumped women in labor from one public hospital to another. Opposition politician Carlos Vecchio posted photos on Twitter showing patients lying on the floor at a hospital emergency room in Maturin.

Despite more health care spending, the government's programs have worsened due to "inefficiency, ineffectiveness and incompetence," said Dr. Carlos Walter, a former health minister and director of the Center of Development Studies of Central University of Venezuela.

In his handling of the economy, Chavez has emphasized a bigger state role, and while he has expropriated businesses from cement plants to retail stores, economists say private investment has suffered.

Even as it battles an 18 percent inflation rate, Venezuela remains perilously reliant on oil, which accounts for 95 percent of its export earnings.

"I think that in the long term, we're headed for a situation of poverty. If oil income starts to run out, if the prices fall too much, there's no productive engine here that can feed us," said Margarita Lopez Maya, a historian at Central University. "But while the price of oil is so high, fantasies can be paid for."

The price of 'fantasies'

On the stump, Chavez is good at painting a glowing picture of a Venezuela undergoing nothing short of a nonviolent revolution.

He appears on television inspecting row upon row of new government housing and touts the hope he's given the country's poor. Venezuela has shown a new model is possible, he says, one that breaks from the profit-driven order espoused by the U.S. and its allies.

Chavez recently boasted to reporters: "Today, the model is working."

For many of Chavez's followers, that world is real. They've seen new public health clinics open in their gritty neighborhoods. They know that thousands of people will be able to move into new government housing.

"There's been a vast improvement in the living standards of the vast majority of the country. That's why they've won all those elections," said Mark Weisbrot, an economist and co-director of the Center for Economic and Policy Research in Washington.

Yet one thing Chavez hasn't discussed on the campaign trail is the burden his programs have placed on the country's treasury.

Despite the oil boom, the government has more than tripled its public foreign debt from $24.2 billion when he took office to $88.7 billion in the first quarter of this year. Much of that foreign money has come from China, which has lent Venezuela more than $36 billion.

By contrast, other oil-rich nations such as the United Arab Emirates and Norway have saved billions in investment funds.

"If you look at how much money has come into the country, of course it looks like he hasn't been a very good steward of that money," said David Smilde, a sociology professor at the University of Georgia.

"They've done some good things and they've made some progress, but I don't think they've done anything that's very sustainable. So in that sense, I don't really think it's a successful model that anyone would want to replicate."

Nonetheless, many Venezuelans are still prepared to support Chavez. Conflicting polls showing him either with a double-digit lead or roughly even with Capriles.

Jose Gregorio Oropeza, a vendor who sells cold drinks from a roadside stand, raves about the free health services and the state grocery stores.

"Now that cash comes from oil," Oropeza said. "My economic situation has gotten better in these years of President Chavez."
